Yes; you can win real money in Skillz Arena. When you enter a cash competition, real-money prizes are paid directly to your wallet, and winnings are withdrawable as Cash. (Bonus Cash, from promotions, can be used to play but isn't directly withdrawable.)
You're matched against a player of similar skill, and both play under identical conditions. The winner is decided entirely by skill, whoever posts the better score. Every result is validated on our servers, so there's no luck involved.

To play for real money, tap the + / Add Cash option and choose your deposit amount and payment mode and tap 'Add $X'. Once you make a deposit, you can use that money to enter cash tournaments and win real cash prizes. You can then cash out your winnings any time by going to Wallet balance > Instant Cashout.
